The first waterborne paint is developed for automotive refinish use by Inmont paint of France. (Prior technology used solvent-based paints.) Waterborne paint for automotive refinishing first became popular in Europe but would be virtually unknown in the US until about 2010 when it was mandated for use by shops located in the area under the auspices of the South Coast Air Quality Management District in Los Angeles. It is gaining popularity across the U.S.
